Continuous release of pharmaceutical and personal care products (PPCPs) present in effluents from wastewater treatment plants (WWTPs) is nowadays leading to the adoption of specific measures within the framework of the Directive 2000/60/EC (Water Framework Directive). The ozonation process, normally employed for drinking water production, has also proven its potential to eliminate PPCPs from secondary effluents in spite of their low concentrations. Abstract This chapter uses an alternative approach to measuring the knowledge intensity of economies to those commonly uses that are based on the aggregation of industries according to selected indicators such as R&D expenditure or labor force skills. Usually the methodologies used to analyse the feasibility of water reuse projects are focused on the internal costs. The aim of this paper is to show a methodology to assess the feasibility of a water reuse project taking into account not just the internal impact, but also the external impact (environmental and social, for example) and the opportunity cost derived from the project. Internal benefit is obtained from the difference between internal income and internal costs. Internal income is obtained by multiplying the selling price of reclaimed water and the volume obtained. Despite the socioeconomic interest that is associated with volunteer work, the practice of valuing it is limited, and few scientific advances have been made. In this context, this study first analyses why these advances are scarce, paying special attention to the limitations of micro- and macro-accounting systems, including volunteer work accounts. The purpose of this work is show the characteristics of different environmental economic assessment methodologies, and exposes a case study where possible alternatives addressed to reduce the contamination of a bay with multicriteria approach are evaluated. The results obtained show the effectiveness of multicriteria analysis to evaluate the alternatives for solution of contamination problem in a bay. Economic evaluation of the contamination effects integrated to the environmental, social and economic dimensions through multicriteria techniques allows an alternative planning to solve the environmental problem studied, providing the right decision.
